I think it's quite good the way you've started it. Maybe some fine tuning on the road but so far it looks great for what it's intended to look!
Some more camera work (angles, overlays) and some more color correction: I know it's B&W, but maybe some scenes being darker than other. Also, resolution difference (pixelisation would be great) to create some "various" elements matched. As you're using Vegas, maybe use the TV plugin and "tweak" it until you get something unique to yours (adjusts levels, change the color of it..).
But so far, you're on the good way!

Honestly, I enjoyed it. Can't remember in which movie this one was featured, but I liked it. Sounds very Christopher Young to my ears though.
I think (it might be just me) that it fits the mood of your sequence quite well.

I thought the music itself was fine, but just not dramatic enough for the visuals.

But then, I've probably become too accustomed to the bam!crash!thud! style of film music that is almost obligatory these days, unfortuntely....

yeh i might try a bit of grading and a few more overlays and things.
i put some audio of a speech by stalin overtop but it didnt seem to fit, might try a few soudeffects and some other speeches though.

the song is called rise by crai armstrong, i first heard it in the film "the negotiator" and wanted to have ago with it myself.

Well, just watched the title sequence:

And I think you're close to what's you're after. Maybe a nice touch would be some "glass" layers like in *CSI Miami Intro, with different look: like **Magnification Glass, ***Pixelated or bad resolution zoomed in...

    * CSI Miami Intro at 0:04:

    ** Magnification Glass:

    *** Pixelated:
